I do not agree with your reasoning. A big factor in whether or not people enjoy playing online is competition. In the current situation it is Very easy to find a spot to level.
Especially in server3, most players connected to server3 are at devias gate/ lorencia square, it is no problem at all. Just today I made a reset on 1 of my characters, without FO gear, just anc+9 summoner set. And guess what, within no time I was lvl400 by just sitting in 1 spot in kanturu.

Also i dont think that is a problem? DOes S5 disturb you or gives you any kind of problem?
I spend a LOT of time at server 5. me and my friends meet there rather that S3 since there is no many players!
Also i have more free spot to make my quests , events, gold invasion etc.

You rightly say there are More free spots in server5. However, there are plenty of free spots in server3 also. Not to speak of server1; there you can just put your char afk on a spot no matter who's on it and return after you finished some (home)work to reset it.
I think this is a very good suggestion: merging server3 and server5 will lead to more excitement and battles in-game and thus more activity. Kill stealing and PvP are a big factor in this game. These factors should not be sidelined from actual game-play, like it is the case now.
If you're afraid you will get 'pked' in a pvp server because you have 'weak' gear you have the following options:
- Go to a non-pvp server
- Get better gear (plenty of ways to do so nowadays)
- Make some friends.
They can help you by making a party to level up or annihilate the PKer
- Go to a spot where the bullies will not find you.
Not many PKers go to Vulcanus spots. Same goes for Raklion.
- Negotiate with the person(s) who is/are after you. (I found this very effective)
