Condor's Feather need help

Why i got so low % i put 2 ancient items+9 and wings+9 (see the screenshot), how i can make a real chance to make the feather ?

This quote I took from MuGuides, and in red it is written that it is the best that additional option would be +16, now I don't know how much you have on your wings, but on your ancient item I see +8 only, that might cause the fact that you have only 4% success. Also if you put items above +9, it might rise the percentage of success too.

I remember on season 5 i made feather of condor with ancient+7+add4 and wings+9+add4/hp1% with 1% rate but now in season6 dont work to made it

heh 1% ? To work with that low % you need some sort of magical luck on you .
Any way dont expect be that lucky again anytime soon
