New server rewards

Server rewards being given out:

* golden night event every friday

* Golden dragon invasion every 1h (instead of 2)

* 5% more mobs

* bigger prizes at events - bok +5 present

* free pk reset

* 255 SD & complex pots in shops

* 5% exc drop rate increase

* 5% jwl drop rate increase

* chaos machine rates +10% increase

* zen drop rise +400%

* xp rise +800x

And a slight change in the vote system which starting 10.07.2009 will be permanent :

* The best item which wou will be able to get will be +13+28+luck+skill+2 exc options (that will include lvl 3 wings in which we change from 1 exc to 2 exc options possible because you asked for it)
